Why do I get the "Error in selecting ANI_TF = 2000 or Could not store community information" error messages when I tried to preview a panel layout?

If the field ANI_TF has a domain value of 2000, it means that the feature is "Area Not Included, false" or "Area is Included". The Political Area (S_POL_AR) layer must contain at least one feature that is to be included in the DFIRM. Otherwise, Map Production Pro will not be able to define the communities in the panel layout's title block.
