I cannot add a feature to a feature class that is visible (there is a checkmark in the box next to the name). I have made sure that the layer is selectable.

Some layers have scale dependencies set to prevent the addition of features if the scale of the map is too small. Zoom into a larger scale, such as 1:3000, and add the feature with the GeoPop tools.
