How are the dashboard schedule indices computed over time?

Scenario: I am interested specifically in whether, after all of the data development tasks are completed, and all reported greater than 20% late, but the preliminary map is issued on schedule, will the lights re-set and reflect the preliminary map issuance schedule satisfaction, green? Or would the dashboard continue to reflect poor health (red) over the life of the project - if all of the data development tasks are done late, but the preliminary map and effective map are completed on schedule?

The current design and implementation of the dashboard uses all tasks, whether completed, in progress, or not yet started, to determine the overall project status. So in the case that a data development task was very behind schedule but was eventually completed and the prelim and post prelim tasks are on schedule, the project will still display that the project is at risk because of those completed yet delayed data development tasks.
