Question


Please explain the CPI calculation for the color coding in the project dash board. There are three colors that result as the CPI varies. I would like to understand what the desired scores are and what scores result in what colors.

Tolerances
The following are the tolerances currently set for the study project status indicators:

Schedule Performance Index (SPI)
Green: 0.95 ≤ SPI ≤ 1.05
Yellow: 0.90 ≤ SPI < 0.95 or 1.05 < SPI ≤ 1.10
Red: SPI < 0.90 or SPI > 1.10

Cost Performance Index (CPI):
Green: 0.95 ≤ CPI ≤ 1.05
Yellow: 0.90 ≤ CPI < 0.95 or 1.05 < CPI ≤ 1.10
Red: CPI < 0.90 or CPI > 1.10

Health Indicator
The Health Indicator is a combined status of the other two indicators. The overall health status is determined by combining the CPI status and SPI status as indicated in the table below:

Composite Status Indicators
For the composite status of study projects for a geographic area (e.g. region, state, county), the composite values will be calculated by summing up the budgeted and actual cost and schedule information for each task in the project in the selected area and then calculating CPI and SPI.

Rules for SPI and CPI Calculations
The following provides rules for the earned value calculations used to determine the study dashboard status indicators, CPI and SPI.

The following are the formulas used for CPI and SPI:
CPI (Cost Performance Index) = BCWP / ACWP
Where:
BCWP (Budgeted Cost of Work Performed) =
Activity Baseline Budgeted Cost x Physical % of Work Actually Completed
(Assumes level load over activity duration)

ACWP (Actual Cost of Work Performed) =
Actual Cost to Date

SPI (Schedule Performance Index) = BCWP / BCWS
Where:
BCWP (Budgeted Cost of Work Performed) =
Task Baseline Budgeted Cost x Physical % of Work Actually Completed
(Assumes level load over activity duration)

BCWS (Budgeted Cost of Work Scheduled) =
Task Baseline Budgeted Cost x (Days Since Baseline Task Start/ Total Duration of the Task in Days)
