Why do I get the error "There is no scale stored for this panel, please go back and enter the correct scale of the panel you are annotating" when I try to use the tool?

There is no scale stored for this panel. Please go back and enter the correct scale of the panel you are annotating.

The SCALE attribute is not populated correctly in the FIRM INDEX layer (S_FIRM_PAN). Use GeoPop to populate the table with the correct scale information.
