Subject Information

Provide the subject-specific information for each subject of the eLOMA application. A single subject indicated on the Subject page will only allow users to enter information for a single subject. If multiple subjects have been indicated on the Subject page, subject information can be manually added via the Add Subjects form or uploading multiple subject information at a time using the Excel Template

Manually Add Subjects

Subjects can be added one at a time, manually.

Add Subject
1.Complete fields with subject information in the Add Subject(s) form.
2.Click the 'Add Subject' button.

Modify Subject
1.Click the 'Edit' link beside the row of information to be modified.
2.Modify the pre-populated fields in the Add Subject(s) form.
3.Click the 'Add Subject' button to add the updated information to the Subjects table.

Delete Subject
1.Click the 'Delete' link beside the row of information to be removed.

Upload Subjects via Excel Template

If using the Excel Template, all values entered must match the formatting requirements as specified in the on-screen form. For example, when using the Excel Template to enter multiple subjects, the Flood Zone values entered must exactly match the options in the drop down menus. For example, if Zone X (unshaded) is entered in as "Zone X (Unshaded)", you will receive an error message when attempting to upload the file because the "U" is capitalized. Additionally, if Flood Zone values are entered incorrectly for BFE and LLE data (e.g., B Resultant Flood Zone is entered in for a 5.9 BFE and 4.2 LLE subject area), you will receive an error when attempting to upload the file. Flood Zone values entered must exactly match the options in the drop down menus.

Upload Subjects
1.Click the 'Download Excel Template' link.
2.Save spreadsheet and populate the excel spreadsheet with subject information.
3.Click 'Browse' to select the file containing subject information and click the 'Upload Subjects' button.

Modify Subjects
Uploading an Excel Template will overwrite any existing subjects listed in the Subjects table. Perform the steps below to modify existing subject information.

1.Click the 'Download Subjects' link above the Subjects table.
2.Save the spreadsheet and modify/populate the excel spreadsheet with subject information.
3.Click 'Browse' to select the file containing subject information and click the 'Upload Subjects' button.

Subject Descriptor

The Subject Descriptor is required to be completed when multiple structures located at the same address. A subject descriptor should be provided to specify information for each structure. Examples: Residence, Detached Garage, Shed, Office, Barn, etc.

Street Address

The Street Address requires appropriate capitalization. Abbreviations should only be used if the entry will not fit in the space allotted on the eLOMA determination letter.

Lot Number, Block/Section Number, Subdivision

If there is no Lot Number, Block/Section Number, or Subdivision value for the specified subject, these fields should be left blank.
Lot Number: This field should be used for subdivision Lot numbers only. The word 'Lot' should not be entered in the field.
Block/Section Number: This field should be used for subdivision Block numbers and/or subdivision Section numbers only. Section/Township/Range information should not be entered in this field. The word 'Block' and/or the word 'Section' should not be entered in this field.
Subdivision: This field should be used for Subdivision names only. The word 'Subdivision', or any abbreviation thereof, should not be entered in this field.

Subject Elevation

The eLOMA will require subject elevation, as determined by the subject of the request, as displayed below:

Lowest Adjacent Grade (LAG)
  • Structure on property

Subject Out as Shown

In order for this request to be processed as an Out As Shown (OAS) the subject of this eLOMA must be clearly outside of the Special Flood Hazard Area (SFHA) when viewed using FEMA's Official National Flood Hazard Layer (NFHL) that can be found online at https://fema.maps.arcgis.com/home/webmap/viewer.html. If the subject of this eLOMA is not clearly outside of the SFHA, to include the boundary line of the flood zone, then the elevation of the subject, LAG for a structure or LLE for a property or portion of property, must be compared to the BFE in order for the eLOMA tool to make a determination of whether the Federal flood insurance purchase requirement can be removed from the subject.

Range of BFEs

If a range of BFEs are needed for the subject being removed, the Lowest and Highest BFE values must also be specified.

Selecting the appropriate Current Flood Zone

Select the Flood Zone that the subject property is shown on the effective FIRM. The Current Flood Zone should be either A, A1-A30, A99, AE, AH, AO. If the subject property is shown in any other Flood Zone (V or D), the eLOMA tool cannot be used to submit this application.

Selecting the appropriate Resultant Flood Zone

If the subject elevation is below the Base Flood Elevation (BFE):
  • Select the Flood Zone that the subject property is shown in on the effective FIRM (i.e. A, A1-A30, A99, AE, AH, AO).
If the subject elevation is above the BFE:
  • The subject should be removed to Zone X (unshaded) or Zone C if:

    • The Lowest Adjacent Grade (LAG) or Lowest Lot Elevation (LLE) is above the 1% Annual Chance Flood (100-Year Flood or BFE) elevation and above the 0.2% Annual Chance Flood (500-Year Flood) elevation
    • Or, if the subject elevation is above the 1% Annual Chance Flood (BFE) elevation and there is no 0.2% Annual Chance Flood elevation listed in the FIS report.

  • The subject should be removed to Zone X (shaded) or Zone B only when the LAG or LLE is above the 1% Annual Chance Flood (100-Year Flood or BFE) elevation but below the 0.2% Annual Chance Flood (500-Year Flood) elevation.
