If needed data are not available, studies might fund the collection of new data and would like to know about other organizations that might share in these costs. Resources developed through FEMA’s geospatial data coordination activities provide information about data and contacts for organizations that have geospatial data that cover large areas (like states) in which many studies are interested. Studies can avoid wasting time with dead-end searches and cold calls by starting with these proven sources of information. One resource is this Geospatial Data Coordination Procedure. The New Jersey Highlands Council is in the process of developing a LiDAR-derived DEM covering parts of Warren, Sussex, Hunterdon, Morris and Passaic counties. LiDAR data have been developed by FEMA for Middlesex, Hunterdon, Burlington and Camden counties. Morris County has developed their own LiDAR-derived county-wide DEM. Monmouth County has developed county-wide photogrammetric contours with 2-foot intervals. The National Geospatial Intelligence Agency (NGA) is in the process of developing a LiDAR dataset for the New York Metropolitan Area, including all or parts of Passaic, Bergen, Essex, Hudson, Union, Middlesex and Monmouth counties. FEMA is funding a study of the Delaware River in 2007 that will provide LiDAR data in parts of Sussex, Warren, Hunterdon and Mercer counties. Gloucester County has funding in place to collect LiDAR data in Fall 2007/Spring 2008. The USGS and NJDEP Elevation Task Force are attempting to coordinate collection efforts in order to compile a once-over statewide LiDAR dataset for New Jersey. Data Distribution Process for State Data New Jersey has central distribution capability through NJGIN. Certain federal, county and state owned data are distributed through this site and distribution is only limited by entities that publish to the site. Data distribution is divided into downloadable data, live data and offline data. Data licensing agreements are identified where needed. To ascertain distribution information for selected data cataloged on NJGIN, please refer to the data’s associated metadata. Federal Nationwide Geospatial Data Holdings Information about nationwide holdings and programs of Federal agencies is available from the Mapping Information Platform web site at . Finding and Accessing Other Existing Geospatial Data Find below information about and links to ways of searching for additional geospatial data available for the State. These capabilities can be useful for finding geospatial data other than the statewide and Federal data listed above, including those of special governments, counties and parishes, municipalities, tribes, universities, and other organizations. Clearinghouses and Inventories for the State An inventory of geospatial data products can be found at the New Jersey Geographic Information Network (NJGIN) http://njgin.nj.gov. The NJGIN Administrator is Kate McGuire, NJOIT-Office of GIS, kate.mcguire@oit.state.nj.us, phone (609) 633-8910. Metadata for the inventory of geospatial products is FGDC compliant and in XML format. Data requiring fees and special licensing restrictions are identified on the site in the data’s respective metadata records. National Digital Orthophoto Program (NDOP) and National Digital Elevation Program (NDEP) Tracking Systems These systems allow the search of orthophoto and elevation project information entered by federal and other organizations. To access the NDOP system, go to the NDOP web site at and follow the link “Project Tracking.” For the NDEP system, go to the NDEP web site at and follow the link “Project Tracking.” TED Query Tool This tool provides access to information about Federal, state, and local government agency and private sector data holdings gathered by the Census Bureau. It is available through the geospatial data coordination lead at the Regional Management Center. Geospatial One-Stop Geospatial One-Stop, available at , provides access to geospatial data from many sources. Two parts of the site that should be investigated are the “data categories” for existing data and the “marketplace” for data that are planned or in-work and for potential partners for new data collection activities. Working with People Useful State and Federal Contacts The main contacts for the State’s geospatial activities and Federal agencies’ representatives in State are available on the Mapping Information Platform web site at Additional useful contacts for the State can be found at . Involving the State’s Geospatial Coordinator in Flood Studies When participating in the FEMA flood hazard mapping effort, NJOIT prefers to be contacted in the following ways: a. Send project list at the start of each year b. Conference call at the start of data discovery for each individual project c. Coordinate at local GIS meetings and conferences d. Send information once project scope is finalized e. NJOIT will continue to coordinate closely with the New Jersey Department of Environmental Protection (NJDEP), the state's Flood Plain Management Office. NJOIT has a working relationship with FEMA Region 2 and NJDEP, the agency responsible for updating the multi-hazard maps and providing input to the state’s flood map modernization business plan. State Coordination Process for Building Geospatial Partnerships The New Jersey GeoSpatial Forum effectively serves as the statewide GIS Council. The Forum combines the New Jersey Geographic Information Council (NJGIC) and the State Mapping Advisory Committee (SMAC). The Forum is open to public, private and academic organizations interested in geospatial technology. Regular meetings of the group and subcommittees are held throughout the year. Finding Local Geospatial Contacts Local contacts, including those from special government districts (for example, a regional planning commission); counties, parishes, or equivalent governments; tribes, municipal governments; and other organizations (for example, local universities) also have geospatial data that can help a flood insurance study. In addition to county data, New Jersey has several large cities with their own spatial data. The NJGIN Administrator can mail FEMA information and notices directly to county and city GIS contacts.
